The use of the website ccpay.com.sg and related services is subject to the following Terms of Use.

1. Scope of these terms, the conclusion of the contract

1.1 The Terms of Use govern the legal relationship between you and CC Financial Services Pte. Ltd. We deliver our services exclusively based on these Terms of Use.

“CC Financial Services Pte. Ltd.”, C.Reg. No: 201701438H, address: People’s Park Complex, 1 Park Rd, Singapore 059108 (hereinafter also referred to as “CCPay”, “we”, or “our”) is the provider responsible for this website and its subpages (hereinafter also referred to as “ccpay.com.sg”). CCPay uses this website to mediate payment services and users.

1.2 The current version of the Terms of Use is published on ccpay.com.sg (hereinafter, “website”) and can be accessed and printed at any time.

1.3 CCPay reserves the right to change these terms of use at any time when this becomes necessary. Material contract components, especially the main due services that would be subject to an adjusted contract, are not subject to this condition. Modifications and additional terms and conditions will be effective immediately and incorporated into these terms of use. Your continued use of our services will be deemed acceptance thereof. The actual and current version of the Terms of Use is published on ccpay.com.sg/terms-of-use.

1.4 CCPay does not offer any advisory or consulting services nor in investment or taxation or legal issues or escrow services. Additionally, CCPay does not provide any ICO (Initial Coin Offerings) or related services, does not engage in any virtual (crypto) coin mining, does not trade (exchange) any virtual (crypto) coins. Currently, CCPay offers only services to mediate payment, transfer and remittance between users and merchants.

2. Registration

2.1 The use of CCPay services is only possible after registration and client identify/verification according to AML/KYC policies. At registration, the user has to state an email address as a username and choose a password. You can also register using your social network account. ccpay.com.sg provides 2FA (double-factor authorization) for its users via Google Authenticator that implements a two-step verification service. Authenticator provides a six to eight digit one-time password which users must provide in addition to their username and password to log in. The users may use or decline to use 2FA at their discretion.

2.2 Before users can make transactions they need to fulfil registration. To complete the registration, the client has to comply with identity/verification according to AML/KYC policies and state the following information:

  • First and Last name;
  • Date of birth;
  • Gender;
  • Phone number;
  • Country;
  • City;
  • State/Province/Region;
  • ZIP/Postcode;
  • Address;
  • ID document type and number, issue and expiration date, country of issue;

Our identity verification procedure requires the customer during the registering to provide us with:

  • not expired ID document (e.g., national ID or international passport or driver license) – first page with a photo.
  • proof of address (e.g., a certified tenancy agreement or a bank statement with address and name mentioned (issued not more than 3 months ago) or a utility or electricity bill with address and name mentioned (issued not more than 3 months ago) or tax return or council tax with address and name mentioned (issued not more than 3 months ago) or other official documents with current resident address and full name).

The customer should provide us with the scan copy of the abovementioned documents AND a “selfie” photo of him(her) self-holding one of the ID documents (mentioned in “a” above) and a sheet of paper with the inscription “ccpay.com.sg” and the current date. Once the registration and identity verification procedure is complete and confirmed by us, the customer can use ccpay.com.sg.

CCPay has a right to reject any person registering with CCPay according to AML/KYC policies. CCPay may from time to time temporarily reject customers from some countries/territories. This can be because of legal issues or AML policies or technical reasons or other temporary reasons. The current list of such countries/territories can be obtained via email request.

2.3 The rights from this contract and the personal area are not transferable. Users are required to keep their password secret and to change the password immediately if there is a certain likelihood that third parties might have access to the password. CCPay will never ask users for their password, neither by email nor by telephone. Therefore users will never reveal their password by phone or by email, even if an email or telephone call makes the impression to be coming from CCPay.

2.4 During the registration users are required to state correct and complete information about themselves. This data is stored in the personal area which is only accessible by the user.

2.5 Users inform CCPay immediately about any changes to the stated data. This especially applies to contact information.

2.6 Users may change their personal information at any time. In case to do it, users should send an e-mail to the customer service department, so this can be sorted out for users.

3. Functioning and use of the payment platform

3.1 Users can act as a merchant and/or as a customer when using the services offered by CCPay. Merchants can use payment services to get money and users can use their assets to buy products and services. All crypto-currency transactions on CCPay must be secured by crypto collateral.

3.2 CCPay runs the platform to secure all transactions. In addition to that CCPay offers users additional paid services that are related to the different roles as follows:

  • as a provider of the technical platform of the network;
  • as a service provider for the conclusion and administration of cryptocurrency exchange;
  • as a provider of additional paid services.

4. General rules for merchants and users

4.1 To protect the privacy of all users, both merchants and users generally remain anonymous to each other.

4.2 Each user receives a personal identification number from CCPay (“user ID”), by which merchants and customers are identifiable when using our services. CCPay will disclose the identity of the respective counterparty if a party requests this in written form and if the party proves that the disclosure is necessary for the enforcement of rights and/or protectable interests versus the user or third parties.

4.3 Users can look up their data in their area which is only accessible to them.

5. General conditions for the use of the CCPay services

5.1 Payments are offered by CCPay exclusively to private individuals and entities. The services offered by CCPay can only be used by registered merchants & users on their accounts.

5.2 Moreover, CCPay only grants access to users who

  • are contractually capable (have full legal capacity (competence) without restrictions);
  • have stated the minimum required information about them during the registration;
  • comply with other requirements from these terms of use.

Private individuals must further possess the unlimited legal capacity to gain access to the platform.

5.3 CCPay makes the data and information of the user publicly available anonymously (i.e. without a reference to the identity) when a user wants to pay. The data will only be made accessible if the content of this data complies with general rules of netiquette, these terms of use and current law.

6. Payment amount

The amount of payment can be different – depending on the payment channel. CCPay also has a right to limit the payment amount due to its AML/KYC policy. The payment amount can have decimals with a denomination of 0.01 and will do the rounding up.

7. Availability

7.1 The services offered by CCPay are made available under the current state of technology. The use of our services assumes that users have access to technical means that are necessary to access the platform (a computer, an internet connection etc.). CCPay has the right to further develop the service environment constantly.

7.2 CCPay only submits data within the personal section of the platform by an encrypted connection but has no influence on the transfer of data via the internet itself. CCPay secures its systems against unauthorized access to secured data. Absolute protection against attacks by hackers however is not possible at the current state of technology and CCPay cannot be held liable if such happens.

7.3 CCPay strives to make the services we offer accessible at any time for technological and economical reasons. However, it is not always possible and you agree with that. Especially maintenance, security and capacity reasons as well as events that are beyond our control (disruptions of public communication networks, power outages or similar incidents) can lead to short term disruptions or temporary shutdown of the platform. CCPay does not assume any liability for circumstances that are beyond our control. The access to the platform also depends on the technological equipment of the user and the data transmission through the internet by third parties.

7.4 CCPay provides our services based on the current technical status of the internet and the current technological, legal and commercial surrounding conditions for its use. CCPay is not obligated to increase the scope of its services, even if this was possible due to technological developments of the internet.

7.5 CCPay reserves the right to change the services offered on the platform.

8. Compensation, fees

8.1 The access and use of the CCPay platform are charged according to terms are displayed at Payment terms and benchmarks

9. Privacy

The processing of data given by users to CCPay is done under strict observation of data protection and privacy prescriptions according to Privacy Policy which is the part of Terms of Use.

10. Duration, cancellation

10.1 The duration of the contract which is closed according to these terms of use about the use of the e-wallet platform is unlimited. The contract can be cancelled by the user and by CCPay with a notice period of two weeks to the end of a month.

10.2 The cancellation by the user has to be completed in written form and needs to be addressed to CCPay via email to [email protected]. The cancellation by CCPay is made in written form and needs to be addressed to the Email submitted during the registration.

10.3 If the user is a merchant, such a cancellation only becomes valid the earliest after all services are repaid including rental fee, transaction fee and any others which are stated on the contract between merchant and CCPay.

10.4 If the user is a consumer, such cancellation is simple which just remove all registered personal information.

10.5 In case of a cancellation, CCPay can exclude the user from concluding new transactions immediately so that the use of the platform is restricted to the processing of already existing transactions.

10.6 The right to cancellation due to important reasons remains untouched by the previous regulations.

10.7 After the cancellation becomes effective CCPay will delete data five years later.

11. Liability limitation regarding the use of the platform

11.1 CCPay is not liable for the risk that a payment provider does not repay principal or in case of a third party fraud.

11.2 CCPay does not consult or advise users in the decision to use the payment. It is solely the user’s decision if and at to which amount via the e-wallet platform.

11.3 CCPay is not liable for any tax duties of customers.

11.4 Other Liability issues are mentioned in “Disclaimer and Consent”.

12. Final clause

12.1 These terms of use and the legal relationship between the user and CCPay are subject to the Laws of Singapore.

12.2 Should a regulation from these terms be ineffective or should it become ineffective, the effectiveness of the remaining regulations remains unaffected. In the course of a contract adjustment, CCPay will replace the ineffective rule with an effective rule that comes economically closest to the ineffective rule in a legal way.

12.3 The Terms of Use consist of Terms of Use itself, Privacy Policy, Disclaimer and Consent and AML/KYC policy which are an integral part of The Terms of Use. By accepting this Terms of Use you agree with all of the above mentioned as well as in Privacy Policy, Disclaimer and Consent, AML/KYC policy without any objection.

12.4 By registering as a user of CCPay you are giving consent with the Terms of Use, the Privacy Policy and Disclaimer and Consent, AML/KYC policy without any objections or misunderstandings.
